How VA Health Benefits Work With Medicare

Understand how VA health care and Medicare can coexist, where each may pay, why Part B and Part D decisions matter, and what veterans should verify.

VA health care and Medicare are separate systems. Eligible veterans can have both, but each generally pays under its own rules.

Where coverage applies

VA health benefits generally cover care at VA facilities and qualifying community care authorized by VA. Medicare generally may cover Medicare-approved services from non-VA providers. VA does not bill Medicare or Medicaid for services furnished by VA.

Why veterans may keep Medicare Part B

VA encourages veterans to consider keeping other health coverage, including Medicare. Part B can provide access to Medicare-covered non-VA doctors and outpatient services. Dropping Part B can create gaps, and later reenrollment may be delayed or subject to a late-enrollment penalty unless an exception applies.

VA drug coverage and Part D

VA prescription coverage is considered creditable coverage for Medicare Part D. If that creditable coverage ends, enrolling in Part D within the permitted timeframe can help avoid a late-enrollment penalty. Part D may still be useful for prescriptions filled outside the VA system, depending on your needs.

Before choosing coverage

Confirm your VA priority group and access, preferred facilities, non-VA providers, prescriptions, travel needs, and the Medicare plan's rules. Ask VA about authorization before receiving community care.
